Egyptian Company for Gas Services “ECGS”
Egyptian Company for Gas Services “ECGS” is an Egyptian joint-stock Company established under the provisions of the Investment Incentives and Guarantees Law 8 of 1997 according to the public free zone system . The Company has been registered in the Commercial register under No. 1296 at November 2006 with the aim to submit technical and consulting services necessary for companies working in petroleum and gas services inside and outside Egypt. Seeking to carry out and run the Projects including all Oil & Gas Related activities.
The shareholders of The company are (Golar LNG) (50%), the Egyptian Natural Gas Holding Company (EGAS) (30%) & HK Petroleum Services (HKPS) (20%).
E: Enhancement: To enhance the Company business by maximizing its participation in the market share in a profitable way within the Company Board Strategy & Policy.
C: Confidence: To be confident to what we are introducing in accordance with the highest standards and specifications worldwide.
G: Global: always having a Global vision such as analyzing the Company situation versus others. By continuous applying to the SWOT analysis (Strength, Weakness, Opportunities and Threats).
S: Satisfaction: The Clients satisfaction is The Company target. We should not only meet but exceed the Clients expectations, i.e… Keeping the Company’s image in the clients eye.

Our Strategy
ECGS Strategy regarding Anti-Corruption and Bribery
In our company, we put countering corruption in all its forms on our list of priorities
As corruption causes recession in economic development, it hinders fair competition and leads to loss of confidence in companies or individuals. Therefore, the culture of ethics and integrity must be promoted and considered the main way to maintain the confidence of customers, concerned authorities and society. Any information should be disclosed in transparent way to avoid corruption.
The Company employees are prohibited from giving or accepting any material thing, promise or offer from any person or entity that deals with the company for the purpose of influencing the conduct, decision or for the purpose of facilitating certain procedures. The Company shall also be prohibited from paying any contributions or donations for the purpose of obtaining a particular advantage.
This prohibition applies to all forms of direct and indirect corruption, and to all actions performed by contractors on behalf of the company and any entity deals with the company.
Corruption includes, but not limited to (cash, gifts and hospitality, entertainment, accommodation, meals, transportation expenses, services, donations and contributions, loans, employment offers, etc.)
As part of the promotion of a culture of ethics, integrity, and compliance with all anti-corruption and bribery laws and regulations, the company sought to activate a set of policies and standards that set clear rules which all the company employees and all the parties that deal with them must comply with the following:
- Adherence to all international policies that aim at preventing the danger of corruption in all its forms directly or indirectly.
- Conducting risk-based due diligence to counter any party’s bribery before contracting.
- Preventing, detecting and reporting immediately any acts of bribery or corruption
- Avoiding any activity that conflicts with this policy
- Taking firm legal actions by the company against any corruption
- Our goal is to prevent corruption and bribery altogether
Ethics of public job
Code of Conduct and Business Ethics includes 5 main elements:
Respecting law: By complying with the legal rules governing the work in accordance with the laws, regulations and bylaws issued thereunder, and applying the judicial verdicts without delay.
Neutrality: conducting on the basis of what the substantive aspects rule the employee, providing services to all alike, and advising them without discrimination according to political, religious or ethnic beliefs.
Integrity: The abstraction and acquittal of human conduct of any particular purpose in the performance of their work in order to keep the company position and to promote its public interest.
Effectiveness: The employee's commitment to perform his duties with all diligence without procrastination or complication, and to avoid any behavior of negligence or indifference detrimental to the interests of the company.
Competence: The commitment not to waste or misuse public money and keep the company property and to ensure the rational use of all its resources like tools, devices or facilities.
All the Company employees and any authority that deals with the company should read, understand and comply with these instructions that should be strictly implemented as follows:
- All the data and information related to the company, clients and the persons dealing with it should be secret and private.
- Non-circulation of information related to the company except by the authorized person.
- Integrity of company records and preparing them with care and clarity.
- The necessary data shall be submitted upon request from the auditor or any supervisory authority.
- All company assets must be registered in accordance with the applied procedures.
- Protection of the company assets against theft, damage and loss is the responsibility of all employees of the company and its customers.
- The Higher Authority shall be notified in case of any loss or damage to the Company property.
- The policy of occupational safety and health and the protection and respect of the environment should be applied and reporting any irregularities.
- All employees of the company must deal in honesty, ethics and justice with all customers and suppliers without any differentiation.
- Any advantage shall not be obtained by manipulation or concealment. Employees shall also be prohibited from exploiting any advantage obtained by virtue of their job.
- All company regulations, laws and policies must prohibit dealing in any form with drugs or alcohol.
- Work is not permitted for children under the age of 18.
- Care to deal with means of electronic communication inside the company and use for business purposes only and not for personal purposes.
حيث يتسبب الفساد في تراجع التطور الاقتصادي، كما أنه يعوق المنافسة العادلة ويُؤدي الى فقد الثقة في الشركات أو الأفراد.
لذلك يجب تعزيز ثقافة الأخلاقيات والنزاهة واعتبارها السبيل الرئيسي للحفاظ على ثقة العملاء، والجهات المعنية، والمجتمع. كما يجب الالتزام بالإفصاح بشفافية عن أى معلومة للحد من خطر الفساد.
ينطبق هذا الحظر على كل صوروأشكال الفساد المباشرة وغير المباشرة، وعلى جميع الأعمال التي ينفذها المقاولون باسم الشركة وأي جهة أو كيان أو شخص يتعامل مع الشركة.
(المبالغ النقدية، الهدايا والضيافة، الترفيه وأماكن الإقامة والوجبات الغذائية، نفقات الإنتقال، الخدمات، التبرعات والمساهمات، القروض، عروض التوظيف، وغيرها)
فى إطار تعزيز ثقافة الأخلاقيات والنزاهة، والإلتزام بكافة قوانين مكافحة الفساد والرشوة وتشريعاتها المعمول بها،
فقد سعت الشركة إلى تفعيل مجموعة من السياسات والمعايير التى تحدد قواعد جلية يجب على جميع موظفي الشركة وجميع الأطراف التي تتعامل معها الإلتزام بها وفقاً لما يلي:
الالتزام بكافة السياسات الدولية التي تهدف إلى منع خطر الفساد بجميع صوره وأشكاله وأنواعه بطريقة مباشرة أو غير مباشرة.
تعتمد مدونة سلوك وأخلاقيات الوظيفة العامة على خمس عناصر أساسية هي :
إحترام القانون: وذلك بالإمتثال للقواعد القانونية المنظمة للعمل وفقاً للقوانين والأنظمة واللوائح والتعليمات الصادرة بموجبها، وتطبيق أحكام القضاء دون تأخير أو إبطاء.
الحيادية: وهي التصرف على أساس ما تمليه الجوانب الموضوعية فقط على الموظف، وتقديم الخدمات للجميع على حد سواء، وإسداء النصيحة لهم دون تمييز وفقاً لمعتقدات سياسية أو دينية أوعرقية .
النزاهة: وهي التجرد وبراءة السلوك البشرى من أية أغراض أو مقاصد خاصة عند القيام بعملهم حفاظاً على مكانة الشركة وعملاً على تعزيزمصلحتها العامة .
الفعالية: وهى إلتزام الموظف بأداء واجباته بكل جد واجتهاد دون تسويف أو تعقيد، وأن يتجنب أي سلوك إهمال أو لامبالاة تضر بمصالح الشركة.
الكفاءة: الإلتزام بعدم تبديد المال العام، أو إساءة استعماله، والحفاظ على ممتلكات الشركة والحرص على الترشيد في استخدام كافة مواردها من أدوات أو أجهزة أو مرافق عامة.
